After I came up with the concept for the game I designed the layout. I then created the 2D sprite sheets in Adobe Photoshop. In the Unity game engine I used those sprite sheets to set up the animations for the character and create the environment. I then finshed by scripting the character controller, interactions, and status indicators in Unity using Javascript.
